A common first salary, just under the S Pass threshold
$3,000 is a frequent starting salary for diploma holders and the first rung of many office jobs. It also sits just below the $3,300 a month that the Ministry of Manpower has required for new S Pass applications since September 2025, which means a foreign mid-skilled worker cannot be hired at this salary. For a local employee aged 30, CPF takes $600 and the take-home pay is $2,400. The employer adds $510 of CPF and $7.50 of Skills Development Levy, so the job costs $42,210 a year. Income tax is light: $156 for YA 2027, on a chargeable income of $27,800. After tax and CPF, the employee keeps $28,644 a year, while $13,320 builds up in CPF, most of it in the Ordinary Account that many young workers later draw on for an HDB flat.

What a raise to $3,500 would change
A $500 raise adds $400 to monthly take-home pay and $135 to the annual tax, because the extra income crosses into the 3.5 % band. The employer’s cost rises by $7,035 a year.

Once the employer’s CPF share is removed, MOM’s June 2025 figures put the median full-time resident salary at about $4,900 a month and the 20th percentile at about $2,700. A salary of $3,000 a month is 39 % below the median of about $4,900, which places it between the lowest-paid fifth and the middle of full-time residents. Is $3,000 a good salary in Singapore?
It is below the median. MOM’s median gross monthly income for full-time residents was $5,775 in 2025, including employer CPF, which corresponds to a salary of about $4,900. $3,000 is typical for a first job after a diploma or in retail and service roles, and leaves $2,400 a month after CPF.
Can a foreigner be hired on $3,000 a month?
Not on an S Pass or Employment Pass: new S Pass applications have required at least $3,300 a month since 1 September 2025, higher in financial services and for older candidates, and the Employment Pass requires at least $5,600. Work Permits have no qualifying salary but are limited to specific sectors and nationalities.
What does $3,000 cost my employer?
$42,210 a year for a citizen aged 30: $36,000 of salary, $6,120 of employer CPF and $90.00 of Skills Development Levy. Insurance, bonuses and other benefits come on top and depend on the company, and a foreign hire at this salary is not possible on an S Pass.
